Efficient Motion for Placement of Penguin Plebeians

King Leroy's first committee on the efficient movement of penguins from one location to another came to a radical conclusion: the need to construct straight roads to minimize the difference between penguin speed and penguin velocity.

King Leroy's committee then progressed forward to considering other inefficiencies to penguin movement. After an exhaustive study that lasted fourteen months, the committee came to a stunning conclusion: penguins move a lot faster when swimming than when walking.

After the findings, the committee declared their intention to spend the next fourteen months studying why penguins achieved higher speeds whilst traveling through water than across land.

After eighteen months, the committee came to a stunning revelation, which was communicated by a committee representative by the name of "Sir Penguin Newton".

No one knew what to make of this maniac. Who was Sir Penguin Newton? Where did he come from?

King Leroy was highly impressed by Sir Penguin Newton's presentation. His Royal Majesty requested an audience with the strange scientist.
